The condition number every ill-conditioned fixture uses.
1e4 is the ratio between the stiffest and the flattest axis of the
ellipsoid’s Hessian: a step that is right for one axis is wrong by two orders
of magnitude for the other, which is precisely the regime an isotropic search
distribution cannot cover. (BBOB’s own ellipsoid uses 1e6; 1e4 keeps the
problem solvable inside a benchmark-sized budget while still being hopeless
for a searcher with no notion of scale.)
