The best full-schedule total independent random search finds at a budget matched to a PBT run of pbt_budget trials.

PBT spent pbt_budget single-segment trials; each random schedule costs segments of them, so random search evaluates pbt_budget / segments full schedules, each a fresh draw of one log-uniform lr per segment, and keeps the best total. This is the “independent random search at matched total budget” baseline: it samples schedules blindly where PBT searches them by exploit-and-explore.
