Compares two constraint vectors by total positive violation.

Finite sums whose ordinary f64 total overflows are ordered by their exact mathematical sums, so this comparator remains transitive across vectors. NaN and positive-infinity inputs rank above every finite vector; negative infinity contributes zero. For finite representable totals, the existing floating-point accumulation order is preserved.
