Bounded, stateless traversal of durable finalization outboxes.
A page is a keyset read, not a retained backend session. The first read
fixes a study-local sequence horizon; a continuation records that horizon
together with the last (terminal sequence, outbox key) pair. Backends
may therefore read each page from their current state while never silently
including a terminal record created after the traversal began.
