fn relaxes_unsafe_code(attr: &Attribute) -> bool

Whether an attribute loosens unsafe_code.

Directly, when the attribute itself is allow/expect; or through a wrapper, when it is a cfg_attr carrying one. The wrapper case is walked rather than assumed, so a #![cfg_attr(…, deny(unsafe_code))] — which tightens — is correctly not a match.
