Module generate_all 

generate-all: the list of generated pages, and the driver over it.

Adding a page is one GeneratedDoc implementation plus one line in generators() (D29, docs/design/11-documentation-plan.md §17.6). The list is the only place that knows how many pages exist, so --mode check cannot silently stop covering one.
