Function fence_runs 

fn fence_runs(text: &str) -> Vec<(bool, &str)>

Splits text into its runs outside and inside fenced code blocks.

Each run is (fenced, text), the fence lines themselves belong to the fenced run they delimit, and the runs concatenate back to text byte for byte. An unclosed fence runs to the end of the text.
