Captures oniro_cli default-config with the production output and timeout
bounds used by the tune binary.
§Errors
Returns SpikeError::Io if the command cannot be spawned or waited for.
Returns SpikeError::Oniro if the command exits unsuccessfully,
SpikeError::Timeout if it exceeds the configured timeout, or
SpikeError::ResourceCap if it prints more than
MAX_CONFIG_BYTES — which is refused rather than truncated, because a tail
of a configuration is a corrupt configuration.
