Parses a TOML overlay into an OverlaySpace.
The overlay is either a document with a [space] table or a bare table of
dotted-key → DSL-spec entries (see the module docs).
§Errors
SpikeError::Overlay if the document is not valid TOML, if [space] (or
the bare table) is missing or not a table, if a value is not a string, if a
spec fails to parse, or if a key is empty or duplicated.
