The DE knobs a run is driven with.
Exposed so the oracle can build the degenerate sampler its regression sentinel needs: a DEHB whose differential evolution has been switched off still runs the whole multi-fidelity schedule, so it isolates how much of the margin the DE actually earns.

The crippled DE the sentinel uses: F = 0 collapses the mutant onto a
single donor and CR = 0 keeps every coordinate of the target but the one
j_rand forces — so a child is (all but one coordinate of) the individual
it targeted, and the populations stop exploring.
