The ULTHO-style clustered UCB policy: a sliding-window UCB1 bandit over each cluster’s discrete candidate values.

Build one with Mabc::ucb and hand it to OnlineTunerBuilder::policy. The exact selection rule is pinned by the module’s §8.2 golden.
