The deterministic PBT-lite scalar-perturbation policy for continuous knobs.

Build one with PbtLite::new and hand it to OnlineTunerBuilder::policy. Each cluster’s declared values define the knob’s feasible range and starting point; the perturbation is deterministic (no RNG).

A PBT-lite policy that perturbs every period rounds, with the default ×up/×down factors (DEFAULT_PERTURB_UP/DEFAULT_PERTURB_DOWN).

Overrides the multiplicative perturbation factors (down < 1 < up is the usual shape, but any positive factors are accepted).
