What the step of an intermediate report counts.

Declaring the unit is what makes multi-fidelity scheduling explicit instead of “whatever step meant to the caller” (report intermediate values): a budget of 1e6 steps and a budget of 1e6 episodes are wildly different runs, and a scheduler that rations fidelity has to know which it is.
