The tool’s error type.
Every generator is fail-closed: an input it cannot classify is an Err, in
every mode, so a page can never degrade to a plausible-looking guess
(docs/design/11-documentation-plan.md §17.6). The variants below are the
shapes that “cannot classify” actually takes.
