The walk is breadth-first over modules rather than a recursion over files, because a module’s source and its documented location move independently: a cross-crate re-export puts atune_core’s storage::conformance at atune/storage/conformance/, and every member found in the former belongs under the latter. Carrying all three coordinates is what keeps those from being confused (§1.3.100).
