Reads, validates and returns the manifest.

Errors

Error::Manifest for every violation of §17.5, and Error::Io if the file cannot be read. The validation is deliberately total: a manifest that parses but does not describe the examples on disk is worse than no manifest, because it reads as coverage.

Reads one [[unpaired]], returning which arm it names and the file.
