A budget has no upper limit (D114): GP-EI, CARBS and the model map fit their
Gaussian processes to the most recent atune::gp::MAX_TRAIN trials, and PB2
fits its model to the newest atune::pb2::MAX_OBSERVATIONS improvement rows,
so a trial’s model-fitting cost stops growing there.
